Margaret Chan is the chief of the World Health Organization (WHO). She knows that a lot of suffering and death in the world can be prevented if the battle against disease was treated more seriously. It must be frustrating when governments and companies don't work hard enough to keep people healthy.
However, in a speech, she did not point fingers. She wanted to encourage the powerful and wealthy to work with WHO to find solutions. So, she used inclusive "we" statements, focussing on their shared goal to make things better. "This is what we all want: success in relieving the misery of more than a billion people," she said.
